He can also get help by calling Atlantic British (btw, last time I checked, an upgraded set of rotors and pads was available for less than <A HREF="http://www.roverparts.com/Parts/9542F.cfm" REL="nofollow">400 bucks</A>: the mechanic you talked to is ripping you off).
